House Republicans have launched a new website called America Speaking Out, intended as a forum for citizens to submit policy proposals. This being the Web, some of the submissions look a bit like rants, and not all are entirely coherent. Is this a good idea, overall, for getting non-wonks involved? What's the GOP going for? Everyone's got a different idea.

• How Adorable The Washington Post's Dana Milbank sees the new site as an attempt to "resolve [the] shortcoming" of not actually having an agenda. "House Republicans, meet the World Wide Web," Milbank announces, reviewing some of the odder ideas that have popped up on the site.

• 'America Speaking Out, but Not Very Well' is how liberal Steve Benen summarizes it for The Washington Monthly. He giggles at the user who wants "traditional values" back in schools: no longer should teachers be telling students that dolphins are mammals. "If it swims in the water, it is a FISH. Period! End of Story."
  

• There Are Good Ideas Too "To my own discredit, " writes Sara Libby at True/Slant, "I was surprised by the amount of measured, sensible suggestions there were also." She acknowledges there's plenty of wackiness and "vitriol," too.
  

• An Attempt to Get Washington Back in Touch Rep. Michelle Bachmann makes the case at RedState:

• The Backstory "The unveiling of the site confirms the fact--long known behind closed doors," writes The Washington Post's Chris Cillizza, "that Republicans leaders have decided to proceed with plans to create a document to take to voters this fall that will seek to tap into the sentiment behind 1994's 'Contract With America.'"
