Congress has had low approval ratings for so long that Sen. John McCain has been able to recycle the same joke at least 27 times in the last five years. After a new CBS/New York Times poll showed an abysmal 9 percent approval rating for Congress, McCain tweeted: "We're down to paid staffers and blood relatives." Back when it was fresh-ish, the Congressional approval rating for the Republican-controlled House and Senate was all of 25 percent. With current polls showing about a third of that meager rating, the joke somehow has not become three times as funny.
