Update 1:23 p.m.: Twitter's officially all better now, says Twitter in an update to its status page:
We experienced intermittent issues affecting web and mobile users, globally, between approximately 7:00am and 9:50am PST.
This incident has now been resolved. We apologize to users who were affected by this, and we’re working to ensure that similar issues do not occur.
Update 10:50 a.m.: Twitter seems to be back to normal. Twitter has not yet updated the status update page, though.
Update 11:24 a.m.: Still with no official word from Twitter, the service looks shaky to us still, leading us to believe Twitter still hasn't fixed the issue.
Yes, Twitter isn't working right now, and, yes, Twitter is working to fix it. Confirming disruption reports on Down Right Now, Twitter has acknowledged an outage that began in the 10 o'clock hour Eastern time on its Status Page blog and is doubling down on a fix: "Some users may be experiencing issues accessing Twitter. Our engineers are currently working to resolve the issue," reads the notice. Twitter's API status update page also shows service disruptions for many functions:

So that's a lot of things going wrong, and while Twitter hasn't yet offered a specific reason for the disruption, that breakdown above makes it look like a server-capacity issue. Neither the desktop, Tweetdeck, or iPhone apps for Twitter are working here at The Atlantic Wire. We've reached out to Twitter for more clarity and will update this post with any developments.
